Singapore backed developer Wee Hur has lodged an application to significantly reshape the approved Buranda TOD Stage 2 development in Woolloongabba, replacing approximately 12,200 square metres of commercial office space with 300 affordable housing units across two new residential towers.

The application, lodged with Brisbane City Council on 27 March 2026, seeks to amend the existing Development Permit that was approved on 7 June 2024. If approved, the changes would see the Buranda TOD Stage 2 Eastern Precinct evolve from a mixed use commercial and residential precinct into a predominantly residential development with a strong emphasis on housing affordability and student accommodation.

The revised proposal would deliver four buildings across the 13,195 square metre site, bounded by Gillingham Street to the west, Logan Road to the north, and O’Keefe Street to the south. Two of these buildings, known as The Garden House and The Pavilion, would each rise to 16 storeys and accommodate 150 affordable housing units managed by a community housing provider. Together they would contribute 300 affordable dwellings comprising 180 one bedroom and 120 two bedroom apartments to the Woolloongabba rental market.

The change application represents a notable departure from the original approval, which had earmarked the sites now proposed for The Garden House and The Pavilion as mid rise commercial office buildings of eight and seven storeys respectively.

According to the town planning report prepared by Planning Initiatives, Wee Hur spent extensive time and resources attempting to secure commercial tenants for the office component but was ultimately unsuccessful. The developer has cited a lack of tenant commitment for mid rise commercial office space at this location as the primary reason for the shift in land use.

The third building in the precinct, The Canopy, would accommodate purpose built student accommodation across 18 storeys. It would contain 580 rooms with a total of 670 beds, broken down into 480 studio rooms, 90 two bedroom rooms and 10 DDA accessible rooms.

This represents a reduction from the originally approved 25 storey form which proposed 711 units and 756 beds. A small retail tenancy of approximately 83 square metres would be retained at ground level on The Canopy, along with 1,609 square metres of student resident facilities spread across the lower ground and plaza levels.

The fourth and tallest building, The Terraces, would remain at its approved height of 27 storeys and continue to function as a private residential tower. The unit count would increase slightly from the originally approved 226 dwellings to 240, comprising 11 one bedroom, 177 two bedroom and 52 three bedroom apartments. According to the architect Red Door Architecture, the ground level of The Terraces has been redesigned to include a residents gym of approximately 276 square metres, replacing the commercial retail tenancies that featured in the original approval.

The site sits within the Buranda Station Core Sub-Precinct under Brisbane City Plan’s Eastern Corridor Neighbourhood Plan, which supports building heights of up to 25 storeys. The Terraces would exceed this benchmark at 27 storeys, consistent with its original approval.

The Garden House and The Pavilion, while significantly taller than their previously approved commercial forms, would sit well within the height parameters at 16 storeys each. The Canopy at 18 storeys would represent a substantial reduction from its previously approved 25 storey height.

One of the more significant structural changes in the proposal is the removal of the lower basement level across the entire development. The original approval included extensive basement car parking beneath all four buildings, including structures on both sides of the existing Eastern Busway Tunnel that runs beneath the southern portion of the site. The revised design removes all basement structures south of the busway tunnel and relocates parking for The Terraces into above ground podium levels. This change has been driven in part by the engineering complexities and costs associated with constructing adjacent to the busway tunnel infrastructure.

The previously approved Boulevard, a surface level private one way road connecting Logan Road and O’Keefe Street through the centre of the site, would also be removed under the revised plans. In its place, the proposal introduces a combination of private landscaping and a common servicing and loading driveway. The removal of the Boulevard would allow the existing Logan Road bus stop to be retained in its current on street location.

The development would maintain 1,579 square metres of publicly accessible open space and site coverage of 48.5 per cent. Road widening along Logan Road, O’Keefe Street and Gillingham Street would be retained as per the original approval, along with streetscape landscape upgrades along all three frontages. The site’s integration with Buranda Train Station and the recently upgraded Buranda Busway Station would not be materially altered by the proposed changes.

The application also proposes a Reconfiguration of a Lot, subdividing the current 29 lots into four lots with new road and access easements. This would create individual titles for each of the four buildings and their associated common areas, allowing for independent management and ownership structures across the precinct.

Wee Hur is a Singapore listed construction and property development group that has expanded into the Australian market through its subsidiary Wee Hur (Australia) Pte Ltd. The company has established a presence in the purpose built student accommodation sector and is the proponent behind both stages of the Buranda TOD development. The adjacent Stage 1 site on the western side of Gillingham Street has already received approval and is understood to be progressing. The proposed shift towards affordable housing at Stage 2 would represent a broadening of Wee Hur’s Australian portfolio beyond its established student accommodation focus.
