Two separate development applications have been submitted by Charter Hall, one comprising of a two-commercial tower development scheme and another one being a single-tower commercial scheme located at 309 North Quay, Brisbane CBD.

Two tower scheme

The two-tower development scheme comprises of two commercial buildings, the South Tower being 30 storeys high and the North Tower being 21 storeys high.

Designed by Blight Rayner, the development application involves a large ground floor plaza with kiosks proposed between the towers, creating opportunities for bars and food and drink outlets.

Additionally, a pedestrian arcade is planned through the site which connects May Street to North Quay.

According to the application, additional publicly accessible spaces that are proposed to be delivered around the perimeter of the site will also create an improved pedestrian movement environment.

The development is proposed to be constructed and operated in two stages. It is highlighted that the timing and staging of the development will be dependent on future office tenant commitments.

The proposed development also includes retail tenancies within the ground levels of the each tower. These retail tenancies are “verandah rooms” that are openable to ground floor on all sides creating a permeable ground plane between the building footprint and the public realm.

These retail tenancies will total 642m2 in gross leaseable area. These retail tenancies would further contribute to activating all site frontages and the proposed pedestrian connection through the site.

Development rundown

  • The proposed building height of each tower is as follows:
    ▪ North Tower – 21 storeys and 109.7m AHD
    ▪ South Tower – 30 storeys and 143.4m AHD
  • The proposed GFA of each tower is as follows:
    ▪ North Tower – A total of 24,846m2 of office gross floor area is proposed on Levels 2-20
    ▪ South Tower – A total of 39,665m2 of office gross floor area is proposed on Levels 2-29
  • 5,046m2 of outdoor open space paired with semi-outdoor spaces and subtropical planting at different levels of the building including:
    ▪ Central Plaza creating an activity space that supports flexibility of uses and activation opportunities to create am entry to the building
    ▪ The Parklets creating a series of publicly accessible parks around the perimeter of site, directly accessible from the pedestrian thoroughfare
    ▪ The Podiums provide a series of active outdoor open spaces
    ▪ Sky Terraces are proposed to the top level of each tower, that provide outdoor open space for the building tenants.
  • A new commercial precinct with a highly activated ground plan.
  • A new public cross block connection linking May St to North Quay
  • Both the location and design of the towers will ensure it is a key architectural landmark
    that responds to both context and strategic positioning at the entrance to the city
  • Tower one the largest floor plate size of 1,710m2 GBA whilst the second, a slightly smaller 1,504m2 GBA floor plate, when combined they equal a total cover of 3,214m2 which is under the maximum allowable tower site cover of 3,218m2.

One tower scheme

The proposed building comprises 20 levels overall, 15 of which are in the tower portion and 5 form a podium up to 20 metres above ground. One interstitial floor separates the tower
from the podium.

The application includes ground floor tenancies and spaces as well as a pedestrian arcade through the site to connect May Street to North Quay.

According to the project’s town planner Urbis, the proposed development creates a subtropical gateway to the CBD and catalyst project for the Brisbane North Quarter.

Development rundown

  • The primary use of the new building will be for office activities. Office activities are proposed on 2-20 within the new tower. A total of 52,330m2 of commercial office space is proposed.
  • 309 North Quay will be the most externally sunshaded commercial building in Brisbane.
    The design involves a sub-tropical building, combining organic curves, sun shading and permeating gardens to create Brisbane’s only commercial building to correlate all of these elements
  • A 6-star green star design rating will be achieved
  • Achievement of all 31 Buildings That Breathe criteria
  • 5,519m2 of outdoor open space paired with semi-outdoor spaces and subtropical planting at different levels of the building including:
    ▪ Ground Plaza creating an activity space that supports flexibility of uses and activation opportunities to create am entry to the building
    ▪ The Parklets creating a series of publicly accessible parks around the perimeter of site, directly accessible from the pedestrian thoroughfare
    ▪ The Terraces creating a series of stepped, landscaped balconies through the podium levels dragging the green connection from E.E. McCormick Place up to the podium
    ▪ The Podium creating an expansive landscaped podium facilitating a sub-tropical release for the building occupants optimising the landmark views afforded from the buildings context.
  • A flexible “business centre” space which is intended to cater for additional needs of tenants (i.e. meeting rooms, board rooms) or a gym area for the tenants of the building
  • The proposed development aims to achieve a 6-Star Green Star design and as built rating.
  • Height: The proposed development will have a maximum building height of 20 storeys and 107m AHD.
  • The development provides a total of 5,520m2 of outdoor open space

    Shame. One super tall tower would have better with more green space at ground level. Being in it’s position I would have thought that would have been a better outcome.

    This 2 buildings shouldn’t be approved as it’s blocked the building of Park Regis hotel, 293 north quay Brisabne city.

    This developer should buy off park Regis hotel building (293 North Quay ) , and build 1 big building with these 3 blocks . But it can have part A, B and C, it’s maximise using the space and no construction noises for the hotel and block the sun and view.

    Just bot an intelligent development idea.
