Brisbane developer Pikos Group has lodged a development application for a 30 storey residential apartment building at 78-82 Doggett Street, Newstead. The proposal would deliver 161 apartments above a five storey base, with 137 square metres of ground floor tenancies for food and beverage, retail or commercial uses. The application was filed with Brisbane City Council on 14 May 2026 via Pikos’ site-specific company 80 Doggett St Pty Ltd.
The site is a 1,389 square metre block on the eastern side of Doggett Street, made up of three smaller lots currently occupied by a two storey house and a single storey mechanical workshop. It is about 3.5 kilometres north-east of the Brisbane CBD. The town planning report has been prepared by Urbis, with architecture by Plus Studio and landscape design by LAUD ink.
The Doggett Street site is one of three Newstead acquisitions Pikos Group made in early 2026, totalling about $60 million across 78-82 Doggett Street, a 2,346 square metre parcel on Byres, Gordon and Waterloo streets, and a 1,000 square metre holding on Masters Street. Pikos Group is led by founder and Managing Director Pedro Pikos alongside partner Simon Cathcart, with a portfolio that includes the recently topped out Skye Residences at Kangaroo Point and the two-tower Gaia project on the Kangaroo Point riverfront.
The tower is proposed at 30 storeys and 106.45 metres. The Urbis planning report describes the tower form as a series of stepped sections that break down the bulk of the building. Apartment layouts are oriented toward views of the Brisbane CBD and the Brisbane River. The exterior is finished in concrete, timber-look panels, aluminium and a decorative perforated screen at the base, all in natural tones.

Plus Studio design narrative
Plants are integrated throughout the design. The proposal includes garden beds at the front and rear of the site, planters along the street edge, and vertical landscaping running up the tower and base facades. Communal facilities for residents are spread across three levels. Level 5 has a lawn area and two communal rooms. Level 29 contains a gymnasium and another two communal rooms. The double storey rooftop at Levels 29 and 30 includes a main swimming pool, three smaller plunge pools, and an outdoor dining and barbecue area.
The proposal includes 232 car parking spaces across the basement and lower levels and 84 bicycle parking spaces. Vehicle access is from a single driveway off Doggett Street.
The site sits among recent and approved high density development. Directly to the south on Doggett Street are the recently completed Nero and 10AK apartment buildings, both 10 storeys. Further west on Longland Street is the approved Little Italy precinct, which includes three residential towers of 29 to 33 storeys. The Gasworks Precinct, with its dining and retail offering, is around 170 metres north of the site. Waterfront Park is a further 500 metres beyond. Bus services on Commercial Road are about 350 metres’ walk, and Fortitude Valley train station is around 1.5 kilometres west.

Urbis town planning report
The Urbis report acknowledges that the proposed height, base level and distance from boundaries do not strictly comply with the current Newstead and Teneriffe Waterfront Neighbourhood Plan. The applicant argues the proposed scale is consistent with recent approvals nearby and with Brisbane City Council’s Brisbane Inner City Strategy, which identifies the area as a priority growth precinct in the lead up to the 2032 Olympic and Paralympic Games.
The application is supported by a full suite of specialist reports. SLR Consulting’s Visual Amenity Report concludes that the tower would not significantly block views to the Brisbane CBD from Kingsford Smith Drive. Modus prepared the Traffic Impact Assessment and the Operational Waste Management Plan, finding the proposal acceptable from a traffic perspective via a single 6.58 metre driveway onto Doggett Street. Windtech’s Pedestrian Wind report says wind conditions at street level, in communal spaces, on balconies and on the rooftop terraces would all be acceptable. Vipac prepared the acoustic assessment and ADG Engineers prepared the engineering and stormwater reports.
