A development application has been submitted for a 12-storey residential building at 70 Sylvan Road, Toowong. The proposal, known in the preliminary project renderings as Eclair Residences, includes 53 apartments and a rooftop recreation level, and is backed by Brisbane-based developer Pradella Property through its subsidiary PP Sylvan Pty Ltd which is different from Pradella Group.

The site occupies a prominent triangular corner at the intersection of Sylvan Road and Jephson Street. According to the architect Hayes Anderson Lynch, the building’s sculpted form takes cues from the Brisbane River and Toowong’s heritage as a rowing hub, featuring curved slab edges, layered materials, planter beds and breeze blocks. The design aims to promote cross-ventilation, daylight access, and subtropical living through a combination of building orientation and façade articulation.

The development proposes two basement levels with 83 car spaces and 68 bicycle spaces. Apartments are a mix of two- and three-bedroom layouts, with most units positioned to take advantage of northern and western views.

Rooftop amenities would include an infinity-edge pool, steam room, gym, sauna, BBQ area, private dining room and a lounge space. The rooftop level is terraced and recessed to reduce perceived bulk from street level and surrounding sites.

While the site falls within the Memorial Park Precinct of the Toowong-Auchenflower Neighbourhood Plan, where the height limit is eight storeys, the application seeks approval for 12 storeys plus a rooftop level.

The proposal references nearby approvals as precedent, including the Mosaic development on Lissner Street, which was approved at 14 storeys. The planning report states that the additional height is justified by the site’s proximity to public transport, open space, and key amenities.

PP Sylvan Pty Ltd, the listed applicant, is a project-specific entity established and controlled by Pradella. The site was acquired by the group in late 2023 for $6.1 million.
