Seymour Group’s large-scale masterplan for the former AP Eagers site at 99 Breakfast Creek Road, Newstead has taken a major step forward following the resolution of a legal appeal that had previously delayed the project.
A confidential settlement between Seymour Group and landowner Dexus has cleared the way for the proposed $1.5 billion Newstead Green development to proceed. The mixed-use project includes eight residential towers, a large format retail market, commercial uses and public realm spaces designed to integrate with the surrounding Newstead area.
Originally lodged in 2021 and approved in 2023 under a Preliminary Approval (variation approval), the Newstead Green project is one of the largest urban renewal precincts proposed in inner-Brisbane in recent years. It spans a 1.81 hectare site on Breakfast Creek Road and incorporates elements of subtropical design, permeability, and green infrastructure throughout.


The approved preliminary approval allows for a mix of residential, retail, commercial and light industry uses. According to the planning documents, the site would accommodate more than 800 apartments delivered across eight towers ranging in height from 11 to 18 storeys, with podium setbacks and landscaped rooftop terraces.
The development includes a network of laneways and open spaces framed by active street frontages, including a central plaza on Evelyn Street and a green pedestrian spine that traverses the site from north to south. According to the architect Bureau Proberts, the precinct has been planned with a “River to Ridge” urban structure that references both the Brisbane River to the east and Bowen Hills to the west.
Public connectivity forms a key element of the proposal. The project introduces new cross-block links between Evelyn and Austin Streets, improves access to the nearby Newstead Terrace parklands, and aligns with planned infrastructure such as the Breakfast Creek Green Bridge.
The Urban Design Report submitted with the application highlights the precinct’s emphasis on high-quality public realm, with open-air laneways, planted arcades, and active ground-level uses. Specific precincts within the site have been designed to accommodate artisan producers, makers, fresh food markets, and hospitality.


The development proposes 10,000m² of retail space, anticipated to include a Coles supermarket and a Harris Farm-style market, in addition to boutique retail, dining and wellness uses. Three levels of basement parking would provide 1,180 car parks, supported by 620 bicycle spaces.
The legal proceedings lodged by Dexus had raised concerns regarding the potential retail and traffic impacts on Gasworks Plaza. Seymour Group disputed these claims, stating that the development offered economic and planning merit consistent with Brisbane City Council’s broader urban renewal goals. A minor change application has since been lodged and accepted by Council, allowing for some internal rearrangements and additional open space without significantly altering the bulk or scale of the development.
An Economic Impact Assessment prepared by Ethos Urban estimates the project would support more than 2,000 construction jobs and generate over 800 ongoing roles once operational. The site’s position along one of the city’s busiest gateways is seen as a strategic opportunity to deliver a high-density, mixed-use precinct supporting the evolving needs of Brisbane’s inner north.
The project forms part of a broader shift in the Newstead North area, as the last remnants of traditional industry make way for integrated residential and commercial redevelopment. The proposal supersedes the previous low-impact industrial zoning of the site, supported by analysis indicating a long-term oversupply of industrial land across Brisbane.
