Consolidated Properties Group has lodged a development application for a nine storey commercial office tower at 925 to 927 and 949 Ann Street in Fortitude Valley.
Designed by Blight Rayner Architecture with landscape design by Urbis, the proposal would deliver approximately 11,856 square metres of gross floor area on a prominent 2,335 square metre gateway corner site at the intersection of Ann Street and Chester Street.
A previous application by Kenlynn Projects was lodged in 2017 for a 15 storey office tower with 13,630 square metres of gross floor area, designed by The NRA Collaborative. Before that, the site was the subject of a “Laurence Hotel” proposal in November 2013 and a mixed residential and hotel scheme in February 2015 comprising 42 apartments and 70 hotel rooms.
This latest submission by Consolidated Properties marks the fourth distinct development vision for the site, reverting to a more modest commercial scale while placing a stronger emphasis on subtropical design and environmental performance. An interactive slider comparing the approved 2017 scheme against the new 2026 proposal would offer a compelling visual illustration of how the vision for this gateway corner has evolved over the past decade.

The tower is composed of a five level podium topped by four levels of commercial office floor plates, with the structural and services core positioned to the eastern boundary. This core placement maximises natural light penetration across the open plan commercial spaces and enables expansive panoramic views to the north, west, and south.
The building presents a highly articulated facade with horizontal aluminium sun shading fins, high performance double glazed units, and cascading subtropical planting at each podium level. An existing warehouse at 925 Ann Street will be retained as part of the development, adding a layer of character to the site’s evolution.

The proposal responds directly to Brisbane City Council’s Buildings That Breathe planning scheme policy, incorporating outdoor “city rooms,” landscaped sky terraces at the upper podium levels, and a rooftop sky garden designed as a multifunctional outdoor workplace and relaxation zone.
The tower integrates layered subtropical planting, shaded structures, and operable windows to promote natural ventilation and daylight access deep into the floor plates. Public realm improvements along Ann Street and Chester Street include exposed aggregate paving, streetscape garden beds, and hostile vehicle mitigation elements integrated with landscaped seating.

Car parking is provided across two basement levels with a total of 72 spaces including two accessible bays, five visitor bays, and four motorcycle bays. Active transport provisions include 77 bicycle parking spaces with end of trip facilities at basement level 1.
Vehicle access is from Chester Street via a single driveway with capacity for one medium rigid vehicle, one small rigid vehicle, and two vans within the service area. The project is targeting a 5 Star Green Star Buildings v1.1 rating and a minimum 5 Star NABERS Energy rating, supported by high efficiency HVAC systems, facade optimisation studies using parametric modelling, and water management initiatives.
